Document submission and follow-up at Nairobi government offices

From KES 2,000per errand

The form has to be handed over in person, and then weeks later nobody can tell you what became of it. Those are the two jobs here: getting documents across a counter, and going back to find out where they got stuck. Both eat a working morning, and neither can be done online.

A runner joins the queue at Huduma Centre, KRA, NTSA, the Registrar of Companies or a county office, submits whatever you upload to the errand, and comes back with what the counter actually said — not just that the trip happened. Collection is possible too, where the office still accepts a representative, but many no longer do, so the value is usually in the handing over and the asking.

What people use it for

  • Submitting hard copies an office will not accept by email
  • Going back to find out why an eCitizen, KRA or NTSA application has stalled
  • Dropping tender or bid documents before a deadline
  • Paying a fee or fine that has to be settled at a counter
  • Queuing at a Huduma Centre so a working morning is not lost to it
  • Collecting a stamped or certified copy a counter will only release in person

What is included

  • A report of what the counter said, not just whether the trip happened
  • A runner who waits in the queue on your behalf
  • Your documents attached to the errand — up to three files, plus photos
  • Delivery of anything collected to the address you name

Questions about this errand

What does following up actually get me?

The reason. A file that has gone quiet is usually waiting on one thing — a signature, an unpaid fee, a document in the wrong format — and the counter will say which it is when somebody stands there and asks. The runner brings that back in writing, so the next trip is the last one.

Which offices and counters do you go to?

Huduma Centre, NTSA, KRA, the Registrar of Companies, NSSF, the county offices and the DCI offices — plus banks, insurers, schools and private offices around the CBD. If the counter is in Nairobi and accepts a representative, a runner can go.

Can a runner collect a document for me?

Only where the office accepts a representative, and several no longer do. NTSA asks you to collect a smart driving licence yourself, at the centre that took your biometrics, with your original ID. A certificate of good conduct is downloaded from eCitizen rather than collected. Where a counter does accept a representative, it normally wants a signed authorisation from you, a copy of your ID and the reference number — attach those to the errand and the runner carries them.

Can a runner act on my behalf at a government office?

Only as far as the office allows. Many counters accept a representative with a signed authorisation and a copy of your ID; some require you in person. Say what the office has asked for in the instructions and attach it to the errand.

Why does this cost more than other errands?

Because the time is unpredictable. A counter visit can be twenty minutes or most of a morning, and the price reflects a runner being held at one office rather than moving between stops.

What if the office turns the runner away?

You get told exactly what was said and what is missing, so the second attempt succeeds. That information is usually the hardest part to get.
